Do the French set off a nominative of address with a comma as we do in English ? For example, is it "Sois poli, Paul" or "Sois poli Paul" ?

Yes, it is something that used in French too. Your first example is correct.

Sois poli, Paul ! = Be polite, Paul!

Paul, sois poli ! = Paul, be polite!
