Is it possible to use "grâce à quoi" without this clue ? I didn't pay attention to the clue below the sentence and my 1st thought (and the answer as well) was "grâce à quoi". I wonder if it also makes a sense here ?

I'm not sure I understand your question. The hint says that the relative clause should refer to le territoire. You seemed to have gotten the answer right without referring to the hint. Well done.
You could also say grâce auquel in stead of grâce à quoi. Frankly, to my ears, grâce à quoi sounds a bit colloquial to me.

the only correct answer is "auquel" (which is understandable after reading the clue). [I got rejected for "grâce à quoi"]

So "grâce à quoi" is an alternative anyway.
