En tout cas -- in any event, at any rate, anyhow.

To me that is the same as de toute façon.

In general, I suppose they are the same, but in the specific context of this writing exercise I'm not sure that "en tout cas" would be correct. Doesn't "en tout cas" have to follow a question, or a statement about which there is some doubt? When the previous statement is definitely true (he will definitely have to pay money to change his ticket) I think you may have to use "de toute façon"
