Not really rude

While this may be a bit of a ‘ tongue in cheek ‘ title  and represent somewhat of a cliche, ‘ rudeness ‘ is cultural and the waiter’s behaviour qualifies for that description in France. 

The waiter does not say ‘ Bonjour ‘ initially, or even even respond to the customer’s ‘ bonjour ‘, and does not offer any apologies for the multiple inconveniences confronting the customer - seating, limited choice etc. 

The very first omission is already enough to be considered ‘ rude ‘ in France, and the others only contribute further to the impression.
