"Tout le pays" ou "tous les pays"?

"Tout le pays" ou "tous les pays"?

Bonjour!

I have recently seen this sentence in Entre Nous A1 book:

"Je suis guide touristique depuis deux ans...je travaille dans tout le pays !"

The speaker is clearly speaking about "all the countries" here, which is plural. So why not "tous les pays"?

Tout le pays -- all the country, i.e., everywhere in a single country
Tous les pays -- all the countries, i.e., in more countries

Note that the plural of le pays is les pays. The noun has the same form in plural as in singular.
