Hi, could you say a few words about “qui que ce soit”. Is this a special construction of some kind?

Qui que ce soit -- Whoever it may be.

This kind of construction occurs in other, similar, constructs as well:

Quoi que ce soit -- whatever it may be.
Où que se soit -- wherever it may be.

But it doesn't work for quand. Here you'd say something like:

quel que ce soit le moment -- whatever the moment may be = whenever it may be.
