It wouldn't do in this context...

Le quartier is where you live, the streets, the buildings, what is there etc...

To me voisinage is more about people, what your neighbours are like...

I would say not John, particularly in this context -

On habite dans un quartier ( dans une ville ), dans un village    et on parle du voisinage as per explanation above ....
