Why is 'laissés' agreeing in number here? It's avoir and there are no preceding pronouns?

Hi James,
The whole sentence is
...les dossiers que j'avais laissés ...
and the object is in the previous segment.
Because of this, there is a hint which says -
that = les dossiers
