la bien meilleure offre and la offre bien meilleure

Can you explain why you can put bien meilleure after the noun? I know that meilleur always goes before the noun, but I did'nt realise that it could go after the noun when used with bien. Why is that?

Hi Jim, I followed your link but I failed to find an answer to Ian's question there.

Bien meilleure can go either before or after offre:

C'est une offre bien meilleure versus c'est une bien meilleure offre.

Usually, if used by itself, meilleure precedes the noun. But for stylistic reasons, to highlight the quality of the offer, and also because it forms a compound adjective with bien, it can be placed after the noun.
