The given answer is a monté la colline.

Firstly, no one climbs a hill. Perhaps a mountain but not a hill. One goes up a hill. Further, there is no indication she is taking anything up a hill. She is simply going up a hill by herself. This should use être, should it not?

the verb required here has a direct object - ‘ la colline ‘. 

If the question called for the use of the verb ‘ monter ‘, then the only correct answer is to conjugate any compound tense with avoir. 

The lesson you linked is aimed at this difference between transitive and intransitive use, which is the relevant point in deciding the appropriate auxiliary in the compound tense.

 Certainly in my part of the English-speaking world you can climb a mountain and go up a hill, or climb a hill and go up a mountain. 

There is after all no hard and distinct universally agreed cut-off between a  ‘ hill ‘ and a ‘ mountain ‘.

It seems there may be regional differences in both the grammar and the geographical definition.

In any case, the verb ‘ monter ‘ has many uses in French and can be used for ascending a hill, a mountain, a set of stairs, ( mounting ) a film etc etc
