Yes, "ne ... plus" is a negation. Take a look at the examples and the link below:
Je n'ai plus de fruits. = I don't have any fruits left.
Il n'a plus d'encre dans son stylo. = He doesn't have any ink left in his pen.
-> N'avoir plus de = To have none left (French Negations) / Forme négative
