"et nous, on fera tout ce qui nous plaît" was a sentence from a writing challenge. Is it common to hop back and forth between nous and on like this?

Yes, in this case it's perfectly normal, as there is no disjunctive/stress pronoun equivalence for "on", so you revert to "nous".
Therefore, when you want to use a stress pronoun to emphasise or distinguish ("and *us*, we do this"), you will end up using "nous", even if you're using "on" as a subject pronoun.

You could also say "Et quant à nous / Et en ce qui nous concerne" :)
