Before the infinitive of the verb, the negation takes the form ne pas, whereas for a conjugated verb, the ne appears before with pas immediately after the conjugated verb
Using negations with infinitive verbs in French indirect speech (French Negations)
"Tu peux ne pas venir." and "Tu ne peux pas venir" You can not come (you don't have to), you are not able to come (due to some impediment)
