"en" means to make of it where the making of it is the question structure.

pour en faire  --> in order to make of it (a question)

It sometimes helps to expand the pronomial en and use a full indirect object in place of it:

(1) J'ai acheté suffisamment de tissu pour faire une nouvelle robe de ce tissu. -- I bought enough cloth to make a new dress from that cloth.

(2) J'ai acheté suffisamment de tissu pour en faire une nouvelle robe. -- I bout enough cloth to make a new dress from it.

Comparing the two versions you can easily spot how en replaces an indirect object introduced by de in the first sentence.
