Why is Qu'est-ce que prefered over Qu'est-ce que c'est for what is the louvre. Infact Qu'est-ce que c'est was marked wrong.

Hi Michael, because the Louvre is a named thing, you can either use:
Qu'est-ce que 
Qu'est-ce que c'est que
If you're asking about something less specific /more general then that last 'que' can be dropped:
Que ce que c’est un cyclone tropical?
