Question about using imparfait in "elle est parfaite" example

Question

Bonjour! In the "Je pense qu'elle est parfaite" example, the next part is: Je l'ai toujours pensé et je le penserai toujours."
 
Since it's a matter of opinion, I'm unclear about why the correct statement is "Je l'ai toujours pensé" and NOT "Je le toujours pensais".   Any clarification would be much appreciated.

Je l'ai toujours pensé = I've always thought so
-> expressing a thought that has been ongoing up to the present (because of the adverb toujours)
 
Je le pensais toujours = I was always thinking it / I used to always think it
-> habitual or repeated thought in the past / the thought is no longer be current
