Should we not remove the la for this sentence since it is a negative sentence? I thought the rule stays the same for all negative statements.

This only happens when using the negation "ne ... pas/jamais/plus/etc". Here, the example includes "ne ... que" which is not a true negation ; rather it indicates a restriction.
