No, because "garder un journal" would mean to keep it, as opposed to give it away.

Chris is correct that 'garder un journal' would mean "keeping the item":

Je garde mes affaires = I keep my belongings

Je tiens un journal I keep a diary (i.e. I am keeping a record about my life)
