It is basically an example of more inclusive language - emphasising that the 'hello' is indeed to both the male and female 'audience'. Often heard on the radio and TV in France, for instance - and can be heard as 'à tous et à toutes', or 'à toutes et à tous'. 

But yes, "à tous" grammatically covers a mixed group and remains in general use also.
