In the phrase ‘dont la façade arbore des couleurs vives comme le rouge, le vert et le jaune’ why is it not a feminine definite article for the colour ie. la rouge, la verte et la jaune ?

Because although the word "couleur" is indeed feminine, the individual colours as nouns are actually masculine:

le rouge, le bleu, le jaune, le rose...

I know, right ;)
