"La tradition veut que..." and "Puis la coutume veut que..." does the use of avoir vs être hold a special/unique translation? Or is it simply "is"?

Indeed it is a special translation which would probably be -
As custom would have it
It is often used with expressions of fate -
Le hasard voulut que ...= chance decreed that /as fate would have it
