No, you wouldn't use avec in French but à 

e.g 

Une chemise à rayures = a striped shirt

Une veste à carreaux = a checked jacket 

Une robe à pois = a polka dot dress 

Une jupe à volants = a ruffled skirt 

Une fille aux cheveux longs et aux yeux verts =  a girl with long hair and green eyes
