-CER verbs will take ç in front of an -a, while  -GER verbs take extra e in front of -a.

Could be an improvement over the current phrasing.  And -GUER doesn't need explanation as it fits the general rule as would -IER verbs.

 I agree. It would be clearer to separate -CER from -GER, and eliminate the note about-GUER verbs. It just makes it more confusing.
