Portugal is a country - the grammar follows the rules in the lesson linked below, not those of the lesson you have noted, which applies to counties/states/regions etc
Cities have different preposition use again.
It is “…au Portugal …”
En/au/aux = In/to with countries and continents (French Prepositions)
