If you are asking someone their nationality, it is obvious that you do not know the person. In which case, wouldn't the question be informal in any situation?

I think you mean ( in the case of not knowing someone) ‘ wouldn’t the question be formal in any situation ‘ ?
It is possible to know someone well enough to ‘tutoyer’ but still be unaware of their nationality. Regardless of this specific possibility, the answer is still - ‘ no, not necessarily. ‘ There are other factors involved.
