Is there ever a situation where you would use tout que/qui instead of tout ce qui/que?

Title. Trying to figure out if you must have the "ce" or if there are situations where it is not present.

Hi Ashley, 

The simple answer is no, you do need the 'ce' after tout and before qui/que/dont unfortunately.
