Bonjour Pamela,
in French, "[subject] être permis à/de [faire]" does not exist. Instead you would use "permettre à quelqu'un de [faire]":
La loi ne me permet pas d'intervenir = The law does not allow me to intervene
or in the Passive voice:
Il n'est pas permis aux usagers de fumer = Customers are not allowed to smoke
