I put the first as my answer to the question but was flip flopping between the two in the text box. Is the reason I got it wrong because there is no context to use "lui?" is there a context where "lui" would be correct?

Bonjour Benjamin,
You cannot say -
In French, you would put an indirect pronoun in front of the verb as per the first example you give.
You could say -
Je fais confiance à ma mère = I trust my mother
Je fais confiance à mes parents = I trust my parents
Je fais confiance à mon ami = I trust my friend
There is another expression for 'to trust someone' which is accepted in the answers -
avoir confiance en quelqu'un
and with this one, you can use the stress pronoun after 'en' -
Nous avons confiance en elle = We trust her
Nous avons confiance en lui = We trust him
