‘ Je pense qu'il ne viendra pas. ‘ (I think he will not be coming) In other words this is a still a positive statement of what the speaker actually thinks.
‘Je ne pense pas qu’il vienne. ‘ ( I don’t think he is/ will be coming. ) This is a statement with uncertainty about what he is doing.
