Pronunciation of the word cela

I know it must be my ear, but, having listened to it over and over, it seems the speaker says "mais cera n'est pas obligatoire."  

This question relates to:French dictation exercise "The European Parliament in Strasbourg"

I have listened to the audio, it is very slow and couldn't find any diction problem with the word 'cela'.
