Wladuszka, this is simply a euphonic structure. It is still used in more formal writing and speech, but not so often in everyday casual conversation nowadays. It is optional and ‘qu’on puisse … ‘ is also correct and used.
Use of “ que l’on “ also avoids any suggestion of a vulgar homophone, but this is rarely an issue in context.
