Quebec is also a city; so when to referring to it as such, should the grammatical rules for cities apply? (E.g., Martin habite a Quebec)

That's an interesting question Max, 

You would say -

J'habite à Québec ( la ville = Québec)

J'habite au Québec ( le pays = Le Québec)
