Hi Meggie,
The ne...pas goes round the first verb -
Elle ne va pas partir
Is the correct answer.

From the lesson:-
"You can say: Tu peux ne pas venir.
However, in that case, it means: You can not come / You're allowed not to come."
I suspect that the above is the source of your query.
Your query "elle va ne pas partir" does not make sense in English -->She is going to not leave.
This would need to be written "Elle ne va pas partir" --> "She is not going to leave"
