Why is it "le hôtel" and not "l'hôtel"? Isn't it l' before a noun that sounds like it starts with a vowel?

I have checked the lesson and in the Kwiz the only answer accepted is 

l' for l'hôtel

It might be just an error they would want you to report it so it can be fixed.
