Would you say "Je t'habille" to say "I dress you"?

Yes, you are right. In this case, the verb "habiller" is not reflexive any more, and will accept a direct object pronoun (to dress *someone*):
"Elle habille sa poupée." (She dresses her doll.)

Reflexive cases are when the reflexive pronoun refers to the subject of the verb:
"Je m'habille." (m' refers to "je")
