In French, the verb vouloir is used in L'Impératif in a very specific manner.
Look at these examples:
Veuillez m'excuser Madame.Please accept my apology Ma'am.
Veuillez laisser un message après le bip.Please leave a message after the beep.
Veuillez revenir plus tard dans l'après-midi.Please come back later in the afternoon.
As you can see, we only ever use the vous form.
Note that literally, veuillez would be similar to be willing to, and is therefore used as a polite and formal way to ask someone to do something.
-> Be willing to help me = Please help me = Veuillez m'aider
Not to be confused with the regular conjugation veillez from the verb veiller (to be watchful).
