California vs. New Jersey

Why is it that New Jersey is considered a city, but California is considered a country?

This question relates to:French lesson "En/Dans = in/to + regions/states/counties (French Prepositions)"

New Jersey is considered a state(county/province) - masculine, starts with a consonant, hence 'dans le New Jersey'. California is also a state - feminine, hence 'en Californie'.

Neither is considered a country.

Note: unless a definite article is part of its name eg Le Havre (au Havre/du Havre/) or La Rochelle (à La Rochelle/de La Rochelle), cities don't take an article.
