This (see highlight) seems wrong. Meilleur is the correct answer. If you add a comma and then put « , c’est » mieux works - as shown in the follow on example. Right ?!? I find linking verbs very challenging and would love someone to give a lesson on this topic. No one seems to in any of the popular tools. Maybe you can be first lol.
