Qu'est-ce que c'est que cela ?

Question

Is this just one of those "that's just the way it is" things? "Qu'est-ce que c'est que cela ?" would be "Qu'est-ce que c'est qui est cela ?" to make grammatical sense. Wouldn't it?

No, you cannot say what you suggest, the only two possibilies are -
Qu'est-ce que c'est que ça ?
or
Qu'est-ce que c'est que cela ?
quite a mouthful and that's why coloquially you will say -
C'est quoi ça ?

I understand that the phrases are simply idioms, and I confess my suggested phrase was grammatically incorrect. I meant to write "Qu'est-ce qui est cela ?". My point is that, translated literally, Qu'est-ce que c'est que ça/cela ? would be "What is it that it is that it/that ?", which doesn't make sense. Or am I missing something?
