Is it true that the pronouns on and nous can be used anytime we want to indicate we? I’ve heard that using nous is more formal, but is it wrong?

In the sentence ‘avant que tu ne bouleverses notre vie...’

Why not use the past subjunctive instead of the present subjunctive which is used here? It’s translated from ‘Before you turned our world...’.
