The examples in the lesson use the pluperfect before this expression but why? In English it translates in to the imperfect?

Bonjour Bronwyn,
I cannot see any expression in Le Plus-que-parfait in the French sentences. Do you mean "ont été arrêtés", "ai été félicitée", "avez été promu" ? If so, these are expressions in Le Passé Composé in La Voix Passive.
