Bonjour. I notice that the 's' of moins is not pronounced even though a vowel follows. Is this just a rule, that you don't 'faire la liaison' with the word 'moins'?

Is it 'des' because the reference is to some brown hair? I thought it always had to be: les cheveux !
Also, DES lèvres fines , but DE dents blanches! Cecile's response below indicates that "de" = of, while the 'des' related to thin lips means some? Would really appreciate clarification.
Following an answer in a recent quiz I took, an apparently acceptable way to say I remember Quebec is "Je me rappelle le Québec."
The rules of how and why this is acceptable are not explained in this lesson, and it doesn't conform to what I've learnt elsewhere. For example, the definite article is left out when expressing like/dislike of cities: "J'aime Paris et Londres."
When and why is it acceptable to use the definite article (rather than de) immediately following "se rappeler"?
As an alternative to "sans rien", could you use tout seul? Merci!
