Cases of Indirect Speech where 'whether = If' and not, 'regardless of whether'

I am a little unclear as to what the definition of Indirect Speech is especially as it applies to the examples given in the lesson and in the use of verbs such as, 'se demander' and 'savoir'.

How is this Indirect Speech:

Je me demande si tu viens ou pas. ?

What I do understand is that in cases where 'whether = if', then 'si + Mode Indicatif' is applied.

The way I usually work it out in my mind is if the sentence is expressing the idea of 'regardless of which' or 'whether or not' than 'Que + Le Subjunctif' is used.

To say around (something) o'clock you would use vers rather than autour? Why?

An improvement note?

Just a note, when there are tips like the quote below, though this is could be very helpful, the fancy grammar terms without any down to earth french examples right after would make a lot of new students just give up without realizing an example is in the article somewhere. Maybe consider adding examples right after it, at least to save time?

c'est not c'était?

Couple of queries:-

In the sentence ' As I grew up, it was her melancholy ...' the advice is to use c'est. Why not c'était?

and,

In the sentence 'Barbara, as you used to sing (it) so perfectly, our most beautiful love story will always be you., the 'it' refers to the 'love story' which is feminine so 'comme tu le chantais' should be 'la'?

What is the cut off for soir?

What time does apres-midi change to soir? When I was in West Africa and Haiti it was anytime after 12 noon, but I got those answers wrong. I did not see a definition in the lesson. Thanks :)

can you explain why "je lui en achèterai un..." is using "lui" when "acheter" isn't usually followed by "à" ?

'refers to' and 'dampen one's passion'

In the first sentence I translated "refers to" as "se réfère à" and was marked wrong. I also used 'atténuer' to translate 'dampen', and that was marked wrong, too. Are those corrections really correct?
